Just to let everyone know (that cares) the reason why I'm hesitant. Unless I know a version (be it RGL or Steam) allows for offline play, I don't want to purchase it because yes, Rockstar has a proven track record of providing quality games, so I wouldn't put them in the same bin as EA, that closes down the servers for online parts of old games.
Method 2 to appeal for GTA 5 unban. Go to the Rockstar support page. Select the “Submit a Ticket” option. Select 'Social Club'. Click on 'Account Linking'. Input your Social Club nickname. In the description, type a message to unlink your Steam or Epic Games account. Submit the ticket.

Many PS3 games allow you to DL in the background while playing the game offline. AFAIK it's up to the devs to allow for it, and in my case all the times I've done it I have been signed out of PSN (on purpose) while playing the game. Games that are mp heavy never seem to allow for it no matter what my online status is though.
right click gta v in you library >properties>> set launch options put >> -scOfflineOnly>>hit ok. disconnect yourself from intrenet, put steam in offline mode and launch the game, make sure. if it not work for you than i dunno cause it worked for me e.e after a week you will be unable to play until you login online again to validate the game
